SELECTBOARD MEETING
RICHFORD, VERMONT

March 10, 2008

Acting
Chair Eric Collins called the special meeting to order at 6:30 PM with
members Linda Collins, Mary Mankin, Robert St. Pierre, and Norris
Tillotson present. Also present were Laura Ovitt, Tim Green, Hank
Albarelli, Francis Whitney, Dmitri Hudak, Melissa Wells, Jim Backhaus
(6:37), John Nutting (6:52), Matthew Irons (7:00) and Guy Charbonneau
(7:25).

Eric stated the purpose of the meeting was to reorganize the Selectboard and to make appointments to various positions.

Motion
made by Linda Collins, seconded by Norris Tillotson, to appoint Eric
Collins as Selectboard chair. The motion carried with 4 yes and with
Eric abstaining.

Motion made by Norris Tillotson, seconded by
Robert St. Pierre, to appoint Linda Collins as vice-chair. The motion
carried with 4 yes and with Linda abstaining.

Motion made by
Linda Collins, seconded by Robert St. Pierre, to appoint Mary Mankin
and Norris Tillotson as water/sewer commissioner and co-commissioner
respectively. The motion carried with 3 yes and with Mary and Norris
abstaining.

Motion made by Linda Collins, seconded by Mary
Mankin, to appoint Robert St. Pierre as highway commissioner. The
motion carried with 4 yes and with Robert abstaining.

Motion
made by Linda Collins, seconded by Robert St. Pierre, to appoint Norris
Tillotson as highway co-commissioner. The motion carried with 4 yes and
with Norris abstaining.

Motion made by Robert St. Pierre,
seconded by Mary Mankin, to appoint Linda Collins as rubbish
commissioner. The motion carried with 4 yes and with Linda abstaining.

The board determined to leave charge over street lights with the highway department.

Motion
made by Robert St. Pierre, seconded by Norris Tillotson, to appoint
Linda Collins as public buildings commissioner. The buildings include
the town hall, library (exterior maintenance), post office, emergency
services building, and historical society building (heat and lights).
The motion carried with 4 yes and with Linda abstaining.

Motion
made by Linda Collins, seconded by Mary Mankin, to appoint Eric Collins
as public buildings co-commissioner. The motion carried with 4 yes and
with Eric abstaining.

Motion made by Mary Mankin, seconded by
Norris Tillotson, to appoint Eric Collins as public safety
commissioner. The motion carried with 4 yes and with Eric abstaining.

Motion
made by Linda Collins, seconded by Robert St. Pierre, to appoint Mary
Mankin, as public safety co-commissioner. The motion carried with 4 yes
and with Mary abstaining.

Motion made by Linda Collins, seconded
by Mary Mankin, to appoint Norris Tillotson as parks and cemeteries
commissioner. The motion carried with 4 yes and with Norris abstaining.

Pierre as parks and cemeteries co-commissioner. The motion carried with
4 yes and with Robert abstaining.

The board discussed
appointments to the zoning board of adjustment. Letters or expressions
of interest have been received from Connie Burns, Guy Charbonneau, Joan
Cheeseman, Jacques Desautels, Jeremy Noyes, Susan Stryker, and Melissa
Wells. The board recessed until 7:15 to allow Mary Mankin to go to the
con-current planning commission meeting to ask if anyone was interested
in being appointed.

The Selectboard reconvened at 7:15 PM.

made by Robert St. Pierre, seconded by Linda Collins, to appoint Dmitri
Hudak as water/sewer foreman. The motion carried unanimously.

Motion
made by Robert St. Pierre, seconded by Norris Tillotson, to appoint
John Nutting as highway foreman. The motion carried unanimously.

Motion made by Linda Collins, seconded by Robert St. Pierre, to reappoint the following slate of officers:
Emergency Management Chair – Kenneth Pigeon
Assistant Emergency Management – Andrew Pond
Town Attorney – Douglas DeVries
Town Health Officer – Jerry Payson
Assistant Health Officer – Terry Leonard
Town Service Officer – Mary Mankin
Town Ambulance Manager – Richford Health Center
Town Energy Coordinator – Daniel Parsons
Town Solid Waste Coordinator - James Tomlinson
E-911 Coordinator – Laura Ovitt
The motion carried unanimously.

Motion
made by Linda Collins, seconded by Norris Tillotson, to appoint Kim
Collins as Inspector of Lumber, Shingles and Wood and as Weigher of
Coal. The motion carried unanimously.

Motion made by Norris
Tillotson, seconded by Linda Collins, to appoint Richard Crandlemire,
Carolyn Gendron and Chester parsons as Fence Viewers.

Motion
made by Linda Collins, seconded by Mary Mankin, to designate the
highway commissioner and co-commissioner to sign uniform municipal
excess weight permits. The motion carried unanimously.

Motion
made by Mary Mankin, seconded by Norris Tillotson, to appoint Gary
Snider to a 3-year term and Wendell Fortier to a 2-year term on the
Revolving Loan Fund Committee. The vacancy will be discussed at the
next meeting. The motion carried unanimously.

Mary
Mankin reported that the planning commission requested that the
Selectboard appoint eight of their members (all except Tim Green) to
the zoning board, and if that request was not granted, they wish to
attend the March 17 meeting. Motion made by Robert St. Pierre, seconded
by Mary
Mankin, to table appointments to the zoning board of adjustment until March 17. The motion carried unanimously.

The
board discussed animal control. Rusty Posner has resigned; Larry Carr
is filling-in for now. Jeremy Noyes has submitted a letter of interest.
Matt Irons said he is interested. Motion made by Mary Mankin, seconded
by Robert St. Pierre, to table the appointment until the March 17
meeting. The motion carried unanimously.

Motion made by Mary Mankin, seconded by Norris Tillotson, to adjourn at 7:46 PM. The motion carried unanimously.
