SELECTBOARD MEETING
RICHFORD, VERMONT

Vice-Chair
Linda Collins called the special meeting to order at 4:05 PM with
members Mary Mankin, Robert St. Pierre and Norris Tillotson present.
Eric Collins arrived at 4:07 PM. Also present were Clerk Gary Snider,
Laura Ovitt, Yvonne Combs, Ernest Lariviere and Shirley Jewett.

The
meeting was turned over to Mary Mankin to discuss water/sewer rate
restructuring. Mary distributed the income/expense history for the
departments, which includes the 20% increase approved during budget
meetings to take effect on the October billing.

After much
discussion, motion made by Mary Mankin, seconded by Linda Collins, to
restructure water and sewer rates for the annual minimum charge for
base rates to cover bond payments, interest, short-term debt repayment,
capital improvement fund, and employee costs, divided by the number of
equivalent users. The equivalent users will be factored thus:
Residential        1.0
Commercial        1.5
Industrial        5.0
Private water lines    0.75
Annual
usage charge to be factored as all remaining operating and maintenance
costs divided by total annual water usage. The motion carried
unanimously. Usage charges based on current variable costs will be
$5.56 per 1000 gallons for residential and commercial customers and
$1.56 per 1000 gallons for industrial and private water lines (water
usage only).

Motion made by Mary Mankin, seconded by Norris Tillotson, to adjourn at 6:00 PM. The motion carried unanimously.
